      JANUARY FIREFIGHTER PROFILES OF THE MONTH

 

WELCOME TO THE ELSMERE FIRE COMPANY A, INC.

 

     The Elsmere Fire Company "A" was formed in June of 1922 through the persistent efforts of a few residents of the hamlet of Elsmere in the Town of Bethlehem. These residents, interested in fire protection and the resulting decrease in insurance rates, formed a volunteer fire company.

     On November 18, 1922, a special election was held by the Bethlehem Town Board. At this meeting, the citizens voted to create the Elsmere Fire Company and to fund it accordingly. On the first Friday of December in 1922, the members of the Elsmere Fire Company met, organized, adopted a constitution and elected its first officers. This anniversary is still celebrated each year by the current membership.

     The Elsmere Fire Company has grown since that time. The active membership (firefighters) is currently and consistently remains at or about 80 members. The Company boasts a social membership which numbers well over 200. Social members provide non-emergency support to and participation in Fire Company activities.

     The Elsmere Fire District/Elsmere Fire Company relationship is a joint and mutually cooperative effort toward a common goal: the protection of life and property. While the Fire District, as described below, is responsible for the administration of taxpayer funds for fire suppression and prevention programs, the Fire Company, a fraternal organization, is appointed by the Fire District to actually carry out these goals and operates largely through private voluntary donations from its residents.

     The Fire Company membership includes Chief Officers, Fire Line Officers and Civil Officers. These officers function as managers within the organization to ensure the continued viability of the organization and the accomplishment of the goals promoted by the Fire District.

     The District Officers ( Chief and two Assistant Chiefs) supervise fire suppression, training, and safety program activities. They are assisted by Fire Line Officers ( Captain and Lieutenants) working together within a structured system toward a common goal of fire protection and prevention.

     The Civil Officers (President, Vice President, Secretary, Treasurer, Quartermaster, and Directors) are responsible for the day-to-day operation and administration of the Fire Company.

     The Elsmere Fire District was formed in 1928 in accordance with Town and County requirements. The Board of Fire Commissioners, consisting of five Fire Commissioners elected by the residents of the Fire District, is responsible for the administration and execution of a fire protection program. The Elsmere Fire Company is extremely fortunate to have this Father-Sons firefighting trio. In keeping with the "age before beauty" protocol, we'll start with Firefighter Terence S. Hannigan. Terry joined the Fire Company on July 29, 1997 and became an active member the following month. He serves as counsel to the Elsmere Fire District and has his own law firm - The Hannigan Law Firm PLLC in Latham, NY. Terry has an impressive record of accomplishment in both the fire service and the legal profession. An EMT and member of the faculty at the NY State Fire Academy, Terry is a fire service instructor. He graduated from St. Bonaventure University and earned his law degree from Albany Law School. He has more than two decades of trial experience before the NYS Supreme Court and the U.S. District Court of Northern NY. Having served as an attorney with a large civil litigation law firm for many years, Terry recently established his own law firm, specializing in fire and EMS legal issues. He also serves the Town of Bethlehem as a member of the Bethlehem 20/20 Committee and as a member of the District Board of Ambulance Commissioners. In 2010, he was awarded the Elsmere Fire Company's Kenneth E. McNary Achievement Award and serves as the Fire Company's delegate to the Fireman's Association of the State of New York (FASNY).

Firefighter Steven J. Hannigan joined the Elsmere Fire Company on February 23, 2006 and became an active member on March 30, 2006. He garduated from Bethlehem Central High School in 2004 and earned the "Outstanding Senior Scholar Athlete Award" as a Section II Football and Lacrosse All-Star. He was a BCHS Men's Nominee for the Times Union Senior Scholar Athlete Award. In 2004, Steven was admitted to Siena College/Albany Medical Center Joint Degree Program. In 2009, Steven performed a Summer of Service in El Salvador. The following year, he earned a Bachelor of Arts degree at Siena College. Some of Steven's other accomplishments are: Delta Epsilon Sigma Honor Society, Student Senate President, and Albany Medical College M.D. candidate - 2014.

Last but not least, Firefighter Timothy C. Hannigan joined the Elsmere Fire Company on February 26, 2004 and became an active firefighter on March 25, 2004. Tim graduated from Bethlehem Central High School in 2004 with the following notable accomplishments: Section II Lacrosse All-Star, Outstanding Senior Athlete Football and Lacrosse, and Chris Oberheim Award Recipient. He earned his Bachelor of Arts degree from Siena College in 2008 and enjoyed membership in the Delta Epsilon Sigma Honor Society. He was also Captain of the Division I Lacrosse Team and Class President. Tim achieved a Juris Doctorate in 2011 at the University of Buffalo. He was awarded the U of B Law Robert Connelly Trial Technique Award for 2009-2010. He was a finalist for the Interscholastic Moot Court Trial Team and the University's commencement speaker at graduation ceremonies on May 21, 2011. Destined to follow in his dad's footsteps, Tim will be admitted to the New York Bar on this month on January 18, 2012.
